Is Your Company Checking Employees’ Driving Licences?
Checking an employee’s driving licences appears on the surface to be a relatively simple task, however, since the abolition of the paper counterpart to the photocard licence, 8th June 2015, verifying a driver’s acquisition of penalty points is no longer possible unless a check is made directly with the DVLA.
You employ someone who is required to make work-related journeys. Your driving policy specifies that the driver must have a clean driving licence or at least meet you minimum criteria for the number and type of acceptable endorsements. As part of the pre-induction process you check the employee’s driving licence in this case, a Photocard licence along with the paper counterpart.
The driving licence appears genuine and the Photocard and counterpart match up. The counterpart shows that the driver does not have any endorsements, however, unbeknown to you the driver has been convicted of a serious driving offence.
On conviction the driver declared that he had lost his driving licence so a replacement was issued showing the driving offence. The driver now possesses two licences, one with the endorsements and another without. You were shown the copy that was clean!
Checking employee’s driving licences to validate a drivers entitlement and driving history via the DVLA database, such scenarios would be avoidable.
Paper counterpart scrapped
Since 8 June 2015, the paper counterpart to the photocard driving licence is no longer valid, and is no longer issued by DVLA. If you already hold a paper counterpart, since 8 June 2015 it no longer has any legal status.
